Update: Parliament Launches Special Committee to Probe Dowa Fertiliser Plant Delays

Update: Following earlier parliamentary scrutiny, lawmakers have established a special committee to investigate the administrative delays hindering the construction of a proposed fertiliser manufacturing plant in Dowa District, according to Nyasa Times. Speaker of the National Assembly Sameer Suleiman formed the committee after Lilongwe Likuni MP Kelvin Mphande raised concerns about the stalled project, which is spearheaded by businessman Napoleon Dzombe.

The committee is scheduled to begin its investigation on Wednesday, July 15. The lawmakers will engage with relevant stakeholders to assess the regulatory obstacles blocking the investment and recommend solutions to the National Assembly. Parliament considers the factory a project of national importance. The plant is designed to produce 30 to 40 metric tonnes of fertiliser per hour. Project planners state that at full capacity, the facility could meet Malawi's national fertiliser requirements in roughly 150 days. Supporters argue the factory will reduce the country's reliance on imports, save foreign exchange, and improve domestic food security.

The push for local agricultural independence comes as global supply chains face new threats. According to a July 14 report by Just Food, the World Trade Organization has warned that ongoing conflict in the Middle East is severely disrupting global fertiliser trade. The WTO noted that several economies in Africa are highly vulnerable to the resulting supply shortages and price increases, adding urgency for nations like Malawi to secure reliable access to farm inputs.
