In regional diplomacy, the Southern African Development Community (SADC) Extraordinary Summit elected Lesotho's Prime Minister Ntsokoane Samuel Matekane as the incoming chairperson of the SADC Organ on Politics, Defence and Security Cooperation on October 21. According to a SADC press release, this election completes the Organ Troika, joining Eswatini's King Mswati III and Malawi's President Peter Mutharika, who serves as the outgoing chairperson. At the same time, Minister of Foreign Affairs Dr. George Chaponda is leading Malawi's delegation to the 21st Meeting of COMESA Ministers of Foreign Affairs in Harare, Zimbabwe, Nyasa Times reports.

Update: Attorney General Frank Mbeta has formally entered court proceedings as an interested party concerning an injunction that halted the formation of 12 parliamentary committees, according to Nyasa Times. Mbeta is seeking to address constitutional questions regarding the separation of powers. This legal development comes as civil society activists intensify calls for Speaker Sameer Suleman to resign over controversial remarks, even as some Democratic Progressive Party members defend him.

The Reserve Bank of Malawi has ordered a management reshuffle that immediately seconds three senior officials to new roles, Nyasa Times reports. An October 20 administrative notice reassigned Deputy Governor for Operations Kisukyabo Simwaka to the Ministry of Finance, Public Relations Director Boston Maliketi Banda to the Malawi College of Accountancy, and Human Resources Director Esau Banda to the Ministry of Industrialisation.

The Malawian government is also finalizing a 50-megawatt electricity supply agreement with Mozambique to help stabilize the national grid and resolve prolonged blackouts, according to Wisevoter. Energy Minister Jean Mathanga toured the Nkula Power Station on October 20 to inspect ongoing maintenance, as officials work to establish affordable tariff structures before the cross-border interconnection becomes operational.
